The mission of the RC3 is to strengthen regional collaborations that enhance protection, response, recovery, and resilience of the Nation’s critical infrastructure by

  • Promoting and fostering protection and resilience efforts;
  • Developing a National policy framework for regional infrastructure protection, prevention, deterrence, response, recovery, and longer term restoration;
  • Providing the foundation for regional cross-sector collaboration;
  • Fostering the development of risk-based protection and mitigation measures to enable measurable progress towards robust security and disaster resilience; and
  • Enhancing the education and awareness of critical infrastructure interdependencies.

Membership Categories:

  • Voting Member – Voting members of RC3 are partnerships operating as not-for-profit organizations must have a mission that includes a significant focus on critical infrastructure protection and resilience, where such infrastructure could constitute a single sector or multiple sectors, and, if multiple sectors, should provide cross sector coordination and awareness of interdependencies. Member partnerships will address critical infrastructure within a particular region, whether a metropolitan region, portion of a state, an entire state, multi-state, or multi-national region. Requirements – A Voting Member of the RC3 must be represented on the Council by a Primary and Alternate representative.  Voting Members are also required to participate in Council activities and to share information between their members and the Council.  During emergencies or disasters, this may be on short notice.
  • Affiliate Member – Affiliate members of RC3 are organizations that have a mission that includes a significant focus on critical infrastructure protection and resilience, where such infrastructure could constitute a single sector or multiple sectors, and, if multiple sectors, should provide cross sector coordination and awareness of interdependencies. They may or may not be not-for-profit and may or may not focus at a regional level.  Affiliate members may attend all Council activities except when specifically noted by the Chair or Vice Chair.  Affiliate members will not participate in Council decisions and do not vote on Council business.  Additionally, Affiliate members may not participate in CIPAC activities unless authorized by the Executive Committee and in accordance with CIPAC rules.  Requirements – Affiliate members of the RC3 must provide a Primary representative and may provide an Alternate representative.
  • Subject Matter Experts – The Executive Committee shall have the ability to designate Subject Matter Experts (“SME”s). Unlike members, SMEs are individuals and not organizations.  SMEs shall have specific expertise and personal or professional mission aligned with the Charter and Bylaws of the Council.  SMEs shall be able to attend Council meetings and testify on issues relevant to the Council, but who do not have the ability to vote on Council matters or otherwise participate in Council decision-making.  SMEs may have standing invitations to all Council meetings, or may be invited to particular meetings as the Executive Committee sees fit.

To be considered for membership for RC3, an organization must meet the following requirements:

  1. Must have a mission that includes a significant focus on critical infrastructure protection and resilience, where such infrastructure could constitute a single sector or multiple sectors, and, if multiple sectors, should provide cross sector coordination and awareness of interdependencies;
  2. Should have a membership that operates as a public/private partnership (whether the actual members are private, public, or both), and the organization should encourage public-private dialogue and awareness of critical infrastructure issues; and
  3. Should address critical infrastructure within a particular region, whether a metropolitan region, portion of a state, an entire state, multi-state, or multi-national region.
  4. Must be willing to work towards improving the security of the nation’s critical infrastructure and be willing to address issues from a national perspective.
